Our contractors - building health and safety into contract management
Bay of Plenty Regional Council (BOPRC) is committed to working with its contractors to keep everyone healthy and safe. Our aim is to maintain positive partnerships through consultation, co-operation and co-ordination.
Contractors must have an adequate health and safety management system that includes:
- Safe systems of work
- Safe work environments
- Safe plant and equipment
- Adequate health and safety training and supervision.
- Monitoring of health and safety performance.
We follow WorkSafe NZ guidance on how PCBU’s (Person Conducting a Business or Undertaking) should work together, which includes the following requirements:
Scoping the required works
We will work with contractors and landowners to understand what work needs to be done and where and share information about what hazards and risks will be involved.
Health & Safety pre-qualification of contractors
BOPRC requires all contractors undertaking high-risk or physical works to be prequalified. Prequalification through SHE PreQual or Tōtika PreQual is preferred (see information below); however, we will accept prequalification from other recognised providers.
Induction and work planning
BOPRC will ensure that it consults, co-ordinates and co-operates with its contractors and landowners to manage activities, set clear expectations and responsibilities, and confirm monitoring arrangements.
Monitoring
Subject to the risk and length of the work, BOPRC’s contract managers will undertake monitoring during the duration of the contract/work. This could include site visits and inspections, pre-start meetings and site handover, inductions, and project updates.
Post-contract review
BOPRC will do a post-contract review of how the contract went including an assessment of health and safety.

Contractor health and safety pre-qualification
All contractors undertaking high-risk work or physical works must hold a valid health and safety prequalification. This gives us assurance our contractors operate with effective health and safety management systems and are holding current and relevant insurances.
This includes, but is not limited to:
- Construction and infrastructure work
- Hazardous material handling
- Work at height or in confined spaces
Prequalification through SHE PreQual or Totika is preferred:
SHE Pre-Qual
A health and safety prequalification supplier providing prequalification services to local authorities in the Waikato and Bay of Plenty.
This process requires contractors to pre-qualify every two years, with insurance renewals conducted annually. As contractors become pre-qualified, their company details become accessible on a database. This provides visibility to contractors and Council staff to identify who is approved, and can also be used by contractors to determine if a sub-contractor they are considering using is pre-qualified.

Tōtika Prequalification
Tōtika is New Zealand’s national health and safety prequalification framework and provides a common standard for H&S prequalification across NZ, alleviating the requirement for contractors to perform multiple prequalification’s with multiple suppliers. i.e. Contractors prequalified under Tōtika will only have to pre-qualify once.
